Summary of Specifications: 
The City of Colton (ˇ§the Cityˇ¨) is seeking qualified consultants to assist the City with preparation of a downtown development code to revitalize and reestablish the historic downtown area as the Cityˇ¦s downtown urban center.   Specifically, the downtown development code and supporting design manual will provide modified development standards and incentives for the downtown area that seek to: „h  Increase infill and compact development; „h  Provide incentives for development of affordable housing (moderate to very low income categories); „h  Encourage a mix of uses, pedestrian linkages and public facilities that encourage walking, bicycle mobility, and use of transit (Omnitrans BRT and local routes); „h  Establish design criteria that will guide development and redevelopment to facilitate a unique and attractive downtown identity that respects Coltonˇ¦s historic heritage; and „h  Create innovative incentives meet the objectives of the Sustainable Communities Planning Grant to develop opportunities for sustainable development patterns.
