Summary of Specifications: 
This project request / Request for Proposal (RFP) is to solicit bids to implement a Financial Institution Data Matching (FIDM) Alliance program through 2015 (this date may vary by state) to conduct data matching between state child support enforcement agencies and financial institutions.  Eighteen states have entered into an Alliance for the purpose of outsourcing in-state FIDM programs. The Alliance is a coalition of states formed to cooperatively develop, issue, and oversee these FIDM operations. The Alliance will continue to focus on cooperation on data matching functions. Michigan is responsible for coordinating the contract solicitation process in accordance with Michigan procurement policies. Each participating state is responsible for entering into individual contracts with the selected contractor in accordance with each state’s procedures and laws. (The Alliance lead state may change effective 2010).
